CMU has a new PRESIDENT!

Dr. Maria Luisa Rupac Soliven of Laur, Nueva Ecija yesterday was elected (on Dec 15) by the CMU Board of Regents as the 8th President of the university. She also holds the distinction of being the First Lady President. Currently she is the Vice-President for Academic Affairs. Previously, she was then Dean of the College of Agriculture and was also the First Lady Dean of the College of Agriculture.

The CMU community prayed for God's anointed. Congratulations Ma'am Malou. We are behind you. Continue to have a servant's heart. We pray that God keeps you safe from all harm and evil. May He give you wisdom, more than what He gave Solomon. May God be your closest advisor. Cheers!

CMU Victory!

On Sept 24, 2010, a week had passed since Central Mindanao University celebrated the highlights of its centennial, the Supreme Court of the Philippines released their decision - a victory for the university that labored and prayed to preserve its lands.

"GMA proclamation on Mindanao U land nullified
By Ina Reformina, ABS-CBN News

MANILA, Philippines - The Supreme Court en banc has ruled as unconstitutional Presidential Proclamation 310 of former President Gloria Macapagal-Arroyo, which appropriated land of Central Mindanao University (CMU) for distribution to indigenous peoples and cultural communities in Bukidnon.

In a 10-page decision penned by Justice Roberto Abad, the Court ruled that the Presidential Proclamation issued by President Arroyo on January 7, 2003 taking 670 hectares from CMU's registered lands was null and void because CMU's lands were not alienable public lands.

In 1958, former President Carlos Garcia reserved 3,401 hectares of lands of the public domain in Musuan, Bukidnon, as school site for CMU by virtue of PP 476. Over 3,080 hectares were eventually titled to CMU while more than 300 hectares of the remaining untitled lands were distributed to several tribes by government.

The High Bench held that the said lands have become inalienable the moment former President Garcia dedicated the lands for CMU's scientific and technological researches in the field of agriculture. The Court also said that transferring the ownership of the lands in question is not in keeping with the Indigenous People's Rights Act of 1997 which provides that "property rights within the ancestral domains already existing and/or vested upon its effectivity shall be recognized and respected."

CMU questioned the constitutionality of PP 310 before the Malaybalay regional trial court, which dismissed the petition on the ground of lack of jurisdiction. The Malaybalay RTC said jurisdiction lies with the Manila RTC where the official act of the executive department was done. But the Malaybalay RTC ruled then that PP 310 did not violate the Constitution since the State owned the lands, not CMU.

The Court of Appeals Mindanao Station dismissed CMU's appeal for lack of jurisdiction stating that the issues raised were pure questions of law, and thus should have been filed before the Supreme Court via Petition for Certiorari.

The Supreme Court however held that regardless of a pending issue questioning whether the Malaybalay RTC prematurely decided the constitutionality of the proclamation which would have been proper for the CA Mindanao Station to hear, the Court already ruled on this since "ultimately, the issue of constitutionality of the Proclamation in question will come to (this) Court however the court below decide it. Consequently, the Court should, to avoid delay and multiplicity of suits, now resolve the same."

Thank you, God.

Disabling comments

Dear All,
Although we appreciate your active involvement in the polls, there are a few things that we need to set right. Many comments are truly below the belt and trash language is not acceptable. As either CMU alumni or present constituents, do our comments reflect the culture and social graces of this university?
Hope not. So, we will be tracking the comments for the next 10 minutes. After which, we will decide if we will disable posting of comments.

Update: we have disabled posting of comments. :(

CMU Centennial Parade

This will be on Sept 16, 2010 at 9:00 am.

General Guidelines
:
1. The parade & float competition is open to academic & student organizations in CMU. Non-academic units of CMU, government agencies, & private companies outside of CMU are welcome as non-competing entries;

3. All participating units/float entries must be officially registered with the Centennial Parade Committee on or before Aug 23, 2010. Vehicles with no entry numbers will not be allowed to participate;
4. Each unit shall be identified by 2'x3' (in feet) placard stating the entry number and name of unit;
5. Only 1 vehicle will be allowed per unit. No large vehicles (e.g. elf, 6- or 10-wheelers) will be allowed during the parade. Official Statement from the Alumni President (Dr. Jose Escarlos, Jr.)

Hi,

All registrants during the Centennial Alumni Homecoming will receive a registration ID. Though I'm still negotiating it with a sponsor.

Lifetime membership ID will still be discussed by the Alumni Board. Like UP, XU, Liceo , etc... they do have a lifetime membership fee of 2,000 or more. So that they have access to the university facilities like the library after graduation. This will also give way to a free information thru print and electronic mails re development of the university. Yet, still have to finalize the details with the board.

What was collected after graduation is the annual fee, so that this time, we will be paying again another annual fee during the registration of the Alumni Homecoming.

Thanks....

the proposed centennial landmark

CMU is celebrating its great history this year, and in doing so, also creating history. To cement it, Engrs. Acma, Agbayani, and Pamisa, as well as, Architect Mabilin designed a centennial landmark that will be built this year near the administration building. The design is intricate, the details have meanings. See it rise until it shall be fully established come September this year.

Every milestone has to be celebrated.
Every distance needs to be marked.
Then we set new goals again.
For the future.

the development of a community can also be measured on its cultural growth. cmu is known for its passion for music, dances, and other forms of performances. the resident cultural troupe is called bidlisiw. here's a sample of their performance on the night of feb 1 dubbed "talents unlimited: let's celebrate!"

some pics from feb 1 (opening salvo)

something old, something new. but one thing is for sure, you do miss CMU.

the university is growing, vertically and horizontally.

some students are more daring and so we hope that the community is more open-minded and welcoming. there are more buildings now in campus than before.

most of the campus pathways are now paved. hence, the campus is a lot noisier these days because there are more vehicles in campus.

accordingly, you are definitely in cmu if: "gapatunga ang mga estudyante sa dalan ug gapadaplin ang mga sakyanan..."

but we still enjoy the sight of cowboys on horses.

new thinking. new directions. but all in all, we hope for the same vision - a great university. a global university.

soon. sooner. soonest.

feb 9 was a success!

thanks to all who went to the FTC yesterday, who became part of CMU's 100th year history. the seminar series had a good line up of speakers on 3 fields of knowledge: anthropology, psychology, and biodiversity.

kudos to the sponsors!!!

growing...

cmu is now a 9-college + a graduate school academe. for those who have been away for quite some time, the univ now has a college of nursing and a college of commerce and accountancy. very recently, 19 takers of the nursing board all passed. 100% passing! kudos! similarly, 9 takers for the cpa also all passed. another 100%!
there had been many rewards and recognitions. these are just a few variables of cmu's growth. we are counting on the commitment of the alumni and cmu friends to help us realize some of the projects we are cooking up this year!

keep posted.

Wednesday, February 3, 2010

We opened with a bang on Feb 1

it was a grand opening salvo! many had raved about it. so we are glad. it is just the start of many things we will all do to honor CMU and everyone who is part of its history. 100 years? wow, it seems forever but we can only say that the second chapter of CMU's history will just be written. and it should be our concerted effort.

so we say: good job CMU and keep on. go more distance. reach higher.
